US: Senators Prepare Draft Bill on Tackling Money Laundering and Terrorism Financing

On June 10, 2019, a group of senators — Tom Cotton (R-Arkansas), Mark R. Warner (D-Virginia), Doug Jones (D-Alabama), and Mike Rounds (R-South Dakota) — introduced a draft bill, the Improving Laundering Laws and Increasing Comprehensive Information Tracking of Criminal Activity in Shell Holdings (ILLICIT CASH) Act. The draft bill aims to update policies for combating money laundering and terrorist financing, provide tools to the U.S. Treasury to effectively fight criminal networks, enhance corporate transparency, strengthen national security, require shell companies to disclose their beneficial owners, improve communication between law enforcement, financial institutions and regulators, and facilitate the adoption of technology.
