UK: PSR Seeks Feedback on Review of Structure of LINK Interchange Fees

On June 6, 2019, the Payment Systems Regulator (PSR) released a consultation paper titled “Considering the incentives to deploy free-to-use ATMs in the LINK network — Review of the structure of LINK interchange fees: Call for views”. The main aim of the paper is to initiate a discussion with stakeholders and to seek their views on whether the current way that banks are charged when their customers withdraw money from free-to-use (FTU) ATMs is appropriate or could be improved.

The initiative forms part of the regulator’s work on the protection of the current geographic spread of FTU ATMs across the UK, the presence of which is important considering that cash remains one of the main means of payments for a wide proportion of the population.
