Russia: Government Consults on Regulation for Accreditation of Organisations Issuing Digital Tokens

On February 12, 2018 the government of the Russian Federation launched a public consultation on a regulation for the accreditation of organisations seeking to issue digital tokens.

According to the draft regulation, a digital token "is a record in a distributed information system created by using cryptography (encryption) certifying holder’s right to receive a digital token from another person who issued the digital token of the initial (nominal) value by presenting this token in the distributed information system".

Accreditation of an organisation issuing digital tokens would be carried out under the following conditions:
