On February 15, 2019, the Norwegian government published the Regulation on Systems for Payment Services, which was adopted by the Ministry of Finance on the same day. The regulation is part of a compendium of regulations that aims to transpose the revised Payment Services Directive (PSD2) into Norwegian legislation.
Whereas the transposing amendments to the Financial Institutions Act, and to the regulations issued pursuant to this act, were passed by the parliament on November 23, 2018, the more elaborative regulations to complement these amendments have now been set out by the Ministry of Finance.
