De-Risking Not Stopping Terrorist Financing, Warn Experts

Terrorist groups may still be using remittances as a source of obtaining financing, experts have warned, despite extensive efforts by banks and policymakers to block transfers into areas controlled by Islamic State (IS).

According to counter-terrorist financing expert Tom Keatinge, a director at London-based security think tank Royal United Services Institute (RUSI), banks and regulators have effectively eliminated donations as a meaningful source of fundraising for IS.
