PSD2: UK Bans Surcharging And Backs Screen Scraping

HM Treasury has finalised its implementation of EU payment reforms, extending a surcharging ban to non-card payments and preventing banks from blocking access by third parties using screen scraping.

The Payment Services Regulations 2017 (PSRs), which will transpose the revised Payment Services Directive (PSD2) into national law, were laid before parliament on Wednesday.

The new rules go beyond the EU text in some areas of concern, including by introducing a “blanket ban” on merchants imposing additional charges for the use of non-cash payment methods.
