The UK’s Financial Conduct Authority’s (FCA) controversial stance on online marketplaces appears to be shifting, after the regulator proposed new guidance that could bring numerous platform businesses under its oversight for the first time.

The regulator proposed last week to add a new paragraph to its existing guidance on whether e-commerce platforms fall within the country’s payments regime, as part of a broader consultation on its application of the revised Payment Services Directive (PSD2).
