EU authorities have responded to uncertainty about how payment providers should carry out transaction risk analysis under incoming strong authentication rules, as well as whether banks must confirm to third parties that a payment has been executed.
The European Banking Authority (EBA) had been asked by the European Payment Institutions Federation, an influential Brussels-based industry group, how a single firm in the payment chain should assess the risk of fraud posed by an online transaction as it only has access to limited information.
