The European Commission has been asked to decide whether card transactions can be deemed “initiated by the payee”, and therefore exempt from incoming authentication rules, with the outcome set to have a significant impact on certain online platforms.

Subscription-based businesses such as video streaming platforms are concerned that incoming regulatory technical standards on authentication could create complications for customers paying by card.
