Card Payments 'Never Initiated By Payee', EU Officials Hint

EU authorities appear unlikely to accept that card payments can be “initiated by the payee” in some situations, potentially causing an authentication headache for some online platform businesses.

Under regulatory technical standards that take effect in September 2019, two-factor authentication is required for online card payments initiated by the cardholder, but some subscription-based businesses such as video streaming platforms are hoping to be deemed exempt from that requirement.
