The European Banking Authority (EBA) published an opinion last month on the application of regulatory technical standards on strong authentication, which take effect in September next year and compliment the revised Payment Services Directive (PSD2).
Although not legally binding, the opinion addressed several areas of lingering uncertainty around when payment service providers can choose not to carry out two-factor authentication for remote transactions, such as shopping online.
